Our public repositories at http://repo.cloudlinux.com/cloudlinux/ do not have a lot of packages listed.
The reason is simple – they show only migration repositories (those packages which could be needed on migration/conversion stage) and do not provide all packages list.
To get all packages with the latest versions you should have an active subscription and use regular yum to install/update.
